CBR is currently implemented in over 90 countries. These guidelines are a response to the many requests from CBR stakeholders around the world for direction in how CBR programmes can move forward. In addition, the guidelines provide, after 30 years of practice, a common understanding and approach for CBR; they bring together all that is currently known about CBR from around the world and provide a new framework for action as well as practical suggestions for implementation. The guidelines are strongly influenced by the Convention on the Rights of Persons with Disabilities (CRPD) and its optional protocol, which were established during development of the guidelines.
